Kelly's practice focuses on real estate and municipal law matters. She has extensive experience representing individuals, institutions, developers and other property owners in all phases of residential and commercial real estate transactions, including acquisitions, sales, financing, leasing, and EB-5 development projects. She facilitates deals involving single-family, multi-family, condominium, office, retail and mixed-use properties.

 

Kelly handles all aspects of real estate transactions. She drafts and negotiates letters of intent, purchase and sale agreements, leases, deeds, easements, access agreements, and related documents. She also performs due diligence and extensive title reviews.

 

Before joining Inslee Best, Kelly was in-house counsel to a real estate developer handling all phases of condominium and mixed-use EB-5 development projects. She has also advised municipalities, on a wide array of legal matters relating to daily operations, including drafting ordinances and government contracts, public records requests, and zoning and land use matters.

 

Born in China, Kelly is a passionate supporter of the Chinese community. She is fluent in Mandarin Chinese and has worked with Chinese real estate developers and businesses on a wide range of real estate and business matters.

Representative Matters

  • Represented institutional property owner in the acquisition of a $80 million apartment complex in Texas.
  • Represented institutional property owner in the acquisition of a $4.5 million apple orchard in eastern Washington.
  • Represented institutional property owner in the sale of five apartment complexes in Oregon and Washington ranging in size from $42 million to $99 million.
  • Represented developer in the sale of a $28 million office complex in Bellevue.
  • Represented developer in the conversion of a 162-unit apartment building to condominiums in downtown Bellevue and subsequently represented developer in the sale of the condominium building for $68 million.
  • Represented developer in the development of a $200 million mixed-use EB-5 foreign investment funded project in downtown Seattle.
  • Represented developer in the negotiation and closing of a $12.5 million refinance of an office complex in Bellevue.
  • Represented landlord in the leasing of office spaces in a 57,000 square feet office park in Bellevue.
